Аннотация: Preface: "During the past year the two major goals of Estonian foreign policy - joining NATO and the EU - have been achieved. In 2003 accession treaties with both NATO and the EU were signed and a referendum was held in which the Estonian people approved EU membership. Formal membership of both organisations will be achieved by 1 May 2004. However, the NATO and EU that Estonia will be joining are both in the midst of transforming themselves. The articles in this volume analyze these processes and address the new challenges that Estonia will face as a member of both organisations. The five Estonian and four international authors consider what the new priorities on the agenda will be, particularly in the field of security. The year 2003 was also a significant one for the Estonian Foreign Policy Institute: it launched the first Estonian monthly journal of international and security affairs, Diplomaatia, was accepted as a member of the Trans European Policy Studies Association (TEPSA), and expanded its geographical scope by co-organizing a seminar on democratic control over the armed forces in Tbilisi, Georgia. The 2004 edition of the Estonian Foreign Policy Yearbook is the second and thus particularly crucial for establishing a sustainable tradition. Аннотация: This book examines Russia's new assertiveness and the role of energy as a key factor in shaping the country's behavior in international relations, and in building political and economic power domestically, since the 1990s. Energy transformed Russia's fortunes after its decline during the 1990s. The wealth generated from energy exports sparked economic recovery and political stabilization, and has significantly contributed to Russia's assertiveness as a great power. Energy has been a key factor in shaping Russia's foreign relations in both the Eurasian and global context. This development raises a host of questions for both Russia and the West about the stability of the Russian economy, how Russia will use the power it gains from its energy wealth, and how the West should react to Russia's new-found political weight. Given that energy is likely to remain at the top of the global political agenda for some time to come, and Russia's role as a key energy supplier to Europe is unlikely to diminish soon, this book sheds light on one of the key security concerns of the twenty-first century: Where is Russia headed and how does energy affect the changing dynamics of Russia's relations with Europe, the US, and the Asia-Pacific region. This book will be of interest to students of Russian politics, energy security, international relations, and foreign policy in general

Аннотация: Russia's vast energy reserves, and its policies towards them have enormous importance in the current geopolitical landscape. This important book examines Russia's energy policies on the national, interregional and global level. It pays particular attention to energy policy actors ranging from state, federal and regional actors, to energy companies and international financial actors and organizations. The book models the formation of Russia's energy policies in terms of how energy policy actors perceive and map their policy environment. The case studies cover federal, regional and environmental aspects of Russian energy policy, Russia's energy relations with Europe and the CIS, Northeast Asia, the globalization of Russian oil companies and the political economy of Russian energy. It is found that there are several concurrent energy policies in contemporary Russia, and that this situation is likely to continue. These policies are conducted primarily from the business frame perspective while notions of energy superpower Russia are found more ambiguous. "Russia's Energy Policies" will benefit advanced master's level students, doctoral students, researchers, policymakers and practitioners. The book will be a great resource for advanced international relations, political economy, international business and globalization courses alongside energy policy courses, as well as area studies courses on Russian, post-Soviet and European politics and environmental politics
